Budget 2027 is taking shape!
As another week of hearings draws to a close, I thank my colleague ministers and their teams for the engaging discussions.
For me, this budget is about the people we serve!
I am deeply honored and humbled to serve as the Global President of the NDC Professionals Forum. This mandate is a renewed call to duty.
I remain fully committed, to advancing the core values of professionalism, unity, and service to our nation. We will continue to strengthen our contribution towards improving the lives of Ghanaians through policy support, expert engagement, and practical solutions to national challenges.
In line with the vision of the President and the broader agenda of national transformation, the Forum will work tirelessly to promote inclusive development, economic progress, and sustainable opportunities for all citizens.
A landslide affirmation of trust, and a responsibility we embrace with humility and focus.

My Welcome address as Chairman of the Board of Governors of EBID…
It is my singular honour to welcome you to the 24th Ordinary Session of the Board of Governors of the ECOWAS Bank for Investment and Development.
2. On behalf of His Excellency John Dramani Mahama, President and Commander-in-Chief of the Ghana Armed Forces, the Government and people of Ghana, I extend our deepest hospitality to all Governors and other participants gathered here in the beautiful city of Accra.
3. I express sincere gratitude for the trust and confidence placed in Ghana to serve as the Chair of the Board of Governors of EBIDover the past year.
4. It has been an honour to work alongside such dedicatedcolleagues in advancing the cause of our Community throughthis strategic institution.
5. I am equally grateful to the President of the Bank, Dr. George Agyekum Donkor, and his entire team. You have been steadfast, committed and supportive throughout my tenure.
6. As we gather to review the performance of the Bank in the past year, it is important to acknowledge the complex backdrop against which our Bank has conducted its business.
7. The global economy in 2025 navigated a landscape marked by what some have termed the "Great Wedge" – a profound divergence in growth dynamics, driven by surging investment in artificial intelligence in some regions.
8. This is coupled with persistent trade policy volatility and elevated geopolitical tensions in other parts of the global landscape.
9. This environment presented a unique set of challenges for our region and for EBID.
10. It created a "steady but narrow" global growth path, the benefits of which were unevenly distributed.
11. For an institution like ours, this translated into a complex operating environment, with divergent inflationary pressures across our Member States.
12. A historic realignment in commodity prices that created both headwinds and tailwinds for our economies, and a constant need to navigate fiscal and debt vulnerabilities.
13. In the face of these headwinds, EBID did not just weather the storm, we rose above it.
14. With resilience and strategic clarity, this Bank strengthened itsrole as a driver of regional development.
15. The performance is a testament to the strong and effective oversight of this Board, as well as the dedication and professionalism of the Management and staff.
16. This resilience is evident in EBID’s solid operational and financial performance in the year 2025.
17. Financially, the Bank delivered strong and sustained growth.
18. The balance sheet expanded from US$1.97 billion in 2024 to US$2.39 billion as at end 2025, reflecting increased scale and activity.
19. Profitability also strengthened, rising from US$8.55 million to US$9.75 million in 2025, representing a 13.3 percent increase.
20. On the operational front, performance was even more compelling. Project approvals increased by 50 percent, whilecommitments surged by over 83 percent to US$813.77 million.
21. This surge comes with a strong focus on energy and transport infrastructure, sectors critical to regional transformation.
22. The Bank also demonstrated its growing catalytic role. It mobilised over US$510 million and €310 million, all of which were fully deployed into priority projects, alongsidean additional US$100 million in capital mobilisation.
23. Distinguished Governors, Ladies and Gentlemen, the yearunder review marked a decisive phase in the Bank’sinstitutional consolidation and strategic advancement.
24. Beyond strong financial and operational performance, EBID recorded several milestone achievements that underscore itsgrowing resilience, credibility, and regional relevance.
25. Moody’s and Fitch reaffirmed the Bank’s ratings at B2-Stable and B-Stable, respectively.
26. This is a clear validation of its sound financial position, disciplined risk management, and strong governance.
I was deeply honored to be enstooled twice on the same day, first as Mama Adjagba I of Kedzi during the 2026 Norvikporgbe Za Festival, and then, as Mama Tortsogbe I of Sokpoe during the 40th Tortsogbeza Festival.
We must continue to engage with our traditions and respect our cultures in ways that benefit our societies. I accept the responsibility with gratitude, and I ask for the support of the people of Kedzi and Sokpoe to serve in a way that advances shared growth, opportunity and progress.
Once again, I extend my congratulations to the people of Kedzi and Sokpoe for their vibrant and successful celebrations.
This morning, together with the Minister in charge of Government Communications, Hon. Felix Kwakye Ofosu , we inspected the 24,534 pieces of equipment procured in preparation for President John Mahama’s flagship #FreePrimaryHealthcare programme.
The equipment includes baby incubators, radiant warmers, oxygen concentrators, X-ray machines, vital signs monitors, glucometers, patient monitors, infusion devices, laboratory analysers, delivery beds, hospital beds, and ultrasound machines
I paid a courtesy call on the palace of His Royal Majesty Togbi Sri III, Awoamefia of Anlo.
The visit was to express my respect and gratitude for the consistent support and warm reception we have received from His Royal Majesty Togbi Sri III and the people of Anlo over the years. It also provided an opportunity to listen to concerns raised, which I duly acknowledged, reaffirming our commitment to continued engagement.
I remain appreciative of His Royal Majesty’s leadership and Government’s partnership with the people of Anlo, which continues to strengthen our commitment to unity, tradition, and development.
A lot of progress has been made in establishing the Women’s Development Bank, and it is expected to come on stream soon—Vice President Prof. Naana Jane.
Earlier today, I paid a working visit to the Korle Bu Teaching Hospital, where the Ministry of Health is facilitating the provision of beds and trolleys to enhance patient care and improve service delivery.
During the visit, I also inspected the ongoing construction of the catheterization centre. Additionally, I assessed the installation of new elevators to ease the movement of patients and staff. It is worth noting that the previously non-functioning lifts had taken a significant toll on patient care.
These interventions form part of our broader efforts to strengthen the health sector in line with the reset agenda of His Excellency John Dramani Mahama.
This afternoon, I made submissions on the floor of Parliament on the Value for Money Bill, stressing the urgent need for responsible stewardship of public funds.

In the spirit of transparency, a team from the Bank of Ghana led by the Governor on 9th March, 2026, met with the Economy Subcommittee of Parliament and briefed them in detail about the sale of portions of the country’s gold reserves by the Bank in 2025. All questions that were asked were answered. Claims about opacity about the said transaction are therefore not factual. MPs like Hon. Amin Adam should consult the records of that meeting and stop asking questions that have already been asked and satisfactorily answered.

We have reduced the Monetary Policy Rate by 150 basis points to 14%.
Inflation has declined significantly, and policy must reflect that progress. At the same time, global uncertainties remain, particularly the conflict in the Middle East and its potential impact on oil prices, and we will continue to act carefully to protect the gains we have made.
