We do have a court system in India and laws like the BNS, which defines crime, the BNSS, which lays down procedure, and the BSA, which deals with evidences related to those crimes. Police have to register a complaint when a person wants to file a complaint; actually, refusing to do so would be a misuse of power. The court will have to hear the case; refusing to do so would be lawlessness. Whether the words were objectionable or not and the punishment, if any, will be decided by the court. And one more thing – all this system is based on the Constitution made by Ambedkar.
