Puntland Non State Actors Association (PUNSAA) is a non-governmental,non-political and non-profit outfit that assembles non-state actors (NSAs) in Puntland.

Communiqué: Somali Civil Society Conference on Good Governance and Political Stability
From 3–5 May 2026, Somali civil society organizations convened in Mogadishu to deliberate on the country’s political situation, particularly issues related to the constitution, elections, and national stability.
Participants including religious scholars, civil society organizations such, women, youth, persons with disabilities, media, and academics, traditional elders and other expressed concern over the ongoing political disagreement and its potential impact on state-building, national unity, and the rights of citizens.
🔹 Somali civil society emphasized that dialogue is the only path through which a solution can be reached.
🔹 There is consensus on the importance of one-person, one-vote elections; however, the process must be based on an inclusive, transparent, and agreed-upon framework.
🔹 Civil society reaffirmed its readiness to facilitate dialogue, build consensus, and support credible and transparent electoral processes.

Somali Civil Society met with Amb. Raisedon Zenenga, Deputy Special Representative of the UN Secretary-General for Somalia and Acting Head of the @UNTMIS_.
The meeting discussed the country’s overall situation, current political disputes, and the role of civil society in promoting dialogue, mediation, and political stability.
Both sides emphasized the importance of resolving disputes through dialogue, mutual understanding, and peaceful solutions to strengthen unity, peace, and Somalia’s state-building process.
Somali Civil Society remains committed to peace, stability, and the national interest.
@Punsaa_PL participated in a key consultative meeting between members of the @Parliamentofpl and a delegation led by @SONSA_NSA during an official visit to Garowe.
The discussions focused on strengthening collaboration between Parliament and civil society, enhancing accountability mechanisms, and reinforcing the vital role of civil society in supporting democratic governance and processes.
Both sides exchanged valuable insights on the implementation of Puntland’s one-person, one-vote local council elections—particularly the experience in Qardho—as well as broader progress in state-building efforts. The importance of strengthening linkages between legislative institutions and the public was also highlighted.
PUNSAA appreciates the openness and constructive engagement demonstrated by the Puntland Parliament and reaffirms its commitment to continued collaboration in advancing transparency, accountability, and sustainable development.

Qardho, Puntland — A delegation from the civil society organizations @Punsaa_PL and @SONSA_NSA conducted a working visit to Qardho District today. The purpose of the visit was for civil society actors to closely monitor and assess the progress the district has made since the 2021 local council elections.
The delegation was warmly received by the District Mayor, Mr. Cabdi Siciid Qaal, along with members of the local council, heads of various municipal departments, and the District Development Committee. During the meeting, the delegation received a comprehensive briefing from the district administration on achievements, existing challenges, and future plans.
The delegation also conducted field observation visits to key development projects, including the district water system, community-supported paved roads, Israac Market, and Qardho General Hospital.
The civil society representatives highly commended the visible progress in Qardho and its transparent and effective governance. They further called on other districts across Somalia to learn from Qardho’s experience and good practices to strengthen sustainable development and improve the delivery of quality public services.

The Accountability Committee presented priority community needs — ensuring citizen voices directly shape local planning and service delivery.
