DECLARATION OF DISASTER EMERGENCY

Pursuant to the authority vested in me as Mayor of the Borough of Slippery Rock under 8 Pa.C.S. § 10A06
of the Pennsylvania Borough Code and 35 Pa.C.S. § 7501 of the Pennsylvania Emergency Management Services Code, and other applicable provisions of law, I hereby declare and proclaim as follows:

WHEREAS, commencing on or about the evening of July 4, 2026, and continuing through the present on
July 5, 2026, the Borough of Slippery Rock and surrounding areas in Butler County, Pennsylvania, have been impacted by severe thunderstorms accompanied by excessive and intense rainfall, resulting in
dangerous flash flooding conditions across the community;

WHEREAS, as a direct result of these severe storms, numerous streets and roadways throughout the
Borough of Slippery Rock are flooded and impassable, significantly impeding the normal flow of traffic,
hindering the ability of emergency response vehicles to reach residents in need, and creating hazardous
conditions for motorists, pedestrians, and first responders;

WHEREAS, floodwaters have entered and inundated many basements in residential homes and
commercial buildings throughout the Borough, causing substantial property damage, potential
contamination from sewage and stormwater, and posing serious risks to public health, safety, and welfare;

WHEREAS, these conditions constitute a "disaster" as defined in 35 Pa.C.S. § 7102, have created a clear and present danger to life, health, safety, and property, and have overwhelmed the Borough’s normal day-to-
day response capabilities, necessitating the immediate activation of extraordinary emergency powers,
mutual aid, and coordination with Butler County and state emergency management agencies;

NOW, THEREFORE, I, Jondavid R. Longo, Mayor of the Borough of Slippery Rock, do hereby
DECLARE, PROCLAIM, and ORDER that a Disaster Emergency is in effect for the entire Borough of
Slippery Rock, effective July 5, 2026, at 4:30 p.m. EDT.
This Declaration of Disaster Emergency authorizes and directs the following actions:

1. Immediate activation of the Borough of Slippery Rock Emergency Operations Plan and the local
Emergency Management Agency;

2. Mobilization of all available Borough personnel, equipment, facilities, and resources necessary to
respond to and mitigate the effects of the flooding emergency;

3. Implementation of protective actions including road closures, traffic control, detours, evacuations if necessary, and any other measures required to protect public safety and restore safe travel;

4. Emergency procurement of supplies, equipment, sandbags, pumps, and services as permitted under
applicable law;

5. Request for mutual aid, assistance, and resources from Butler County Emergency Management, the Pennsylvania Emergency Management Agency (PEMA), neighboring jurisdictions, and the Commonwealth of Pennsylvania as needed.

This Declaration shall remain in full force and effect for a period of seven (7) days from the effective date and time stated above, unless sooner terminated by my written proclamation or extended by resolution of the Slippery Rock Borough Council in accordance with applicable law.

All residents, pedestrians, and motorists within the Borough of Slippery Rock are hereby directed to remain at home and to stay off the roads and away from flooded areas unless they are in immediate danger.

Any person in imminent danger should immediately contact 911 for emergency assistance. All persons are further directed to comply with any lawful orders or instructions issued by authorized emergency management or law enforcement personnel during this declared emergency.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the official Seal of the Borough of Slippery Rock to be affixed this 5th day of July, 2026.

I retired as a county coroner six weeks ago.
