yeah it's not 1:1 kyogre, but you can tell the devs didn't go "we wanna make a legendary whale deity, let's design one", they looked at kyogre and went "we wanna make our own kyogre, let's design it" and that's the case with a lot of designs in that game and it's so obvious lol
