New York City Tunnel Police in the 1950s used miniature electric cars called “catwalk cars” to patrol the Holland and Lincoln Tunnels.
Long before modern surveillance cameras and computerized traffic monitoring, the Port of New York Authority equipped tunnel police with tiny electric vehicles known as "catwalk cars." Built to travel along the narrow maintenance walkways beside traffic lanes, these battery-powered patrol cars allowed officers to respond quickly to breakdowns, fires, accidents, and stranded motorists inside the Holland and Lincoln Tunnels without entering congested traffic.
The Holland Tunnel, which opened in 1927, was the world's first mechanically ventilated underwater vehicular tunnel, while the Lincoln Tunnel opened in stages between 1937 and 1957. Together, they carried tens of millions of vehicles annually, making rapid emergency response essential. The compact catwalk cars could navigate spaces inaccessible to conventional police vehicles and helped officers reach incidents in minutes.
As tunnel technology evolved, the specialized vehicles were gradually retired in favor of modern emergency response equipment, improved communications, and sophisticated surveillance systems.
The Holland Tunnel's ventilation system was so advanced that it solved what many engineers believed was an impossible problem, removing deadly carbon monoxide from vehicle exhaust. Its success became the model for virtually every major underwater road tunnel built afterward.
