SSC-Khatumo should base its institutions on sustainable grounds (individual rights - not clan rights, citizenship, justice, rule of law and etc). The second phase necessitates a different approach than that of liberation!

Secondly, Somali society has not matured enough politically - Las Anod genocide is the clear indicator. Centralizing power in Mogadishu (militarily and financially) is recipe for a dictatorship!
