QFMA Organizes a Specialized Seminar on Qatar’s Debt Market

The Qatar Financial Markets Authority (QFMA) organized a specialized introductory seminar on the debt instruments market in the State of Qatar.
The seminar featured participation from representatives of the QFMA, alongside speakers from the Qatar Central Bank (QCB) and Qatar Stock
Exchange (QSE).
Discussions during the seminar addressed the legislative development and transformations in Qatar’s bond and sukuk market, as well as the legislative requirements for the offering and listing of bonds and sukuk on the QSE.
During the seminar, the QCB was represented by Ms. Sarah Nasr Al-Nasr, Financial Instruments Specialist. The QFMA was represented by Mr. Ali Beraik Shafeea, Director of Securities Offering & Listing Affairs Department.
Meanwhile QSE was represented by Mr. Hesham Ishaq Hashim, Deputy Director of Product and Market Development.
The seminar was moderated by Mr. Mohammed Tareq Al-Madouri, Head of Offering and Listing Affairs Section, Securities Offering & Listing Affairs Department at the QFMA.

نظمت هيئة قطر للأسواق المالية، ندوة تعريفية متخصصة حول سوق أدوات الدين في دولة قطر.
وشارك في الندوة بالإضافة إلى ممثلين عن الهيئة، متحدثون من مصرف قطر المركزي، وبورصة قطر.
وتناول المتحدثون في الندوة، التطور التشريعي والتحولات في سوق السندات والصكوك في دولة قطر، والمتطلبات التشريعية لطرح وإدراج السندات والصكوك في بورصة قطر.
وتحدث في الندوة ممثلا عن مصرف قطر المركزي، السيدة سارة نصر النصر، أخصائي أدوات مالية، فيما مثل هيئة قطر للأسواق المالية، السيد علي بريك شفيع، مدير إدارة الأوراق المالية وشؤون الطرح والإدراج ، وتحدث ممثلا عن بورصة قطر، السيد هشام إسحاق هاشم، نائب مدير تطوير المنتجات والأسواق.
وأدار الندوة، السيد محمد طارق المظعوري، رئيس قسم الطرح والإدراج ، في إدارة الأوراق المالية وشؤون الطرح والإدراج في هيئة قطر للأسواق المالية.

CEO of the #QFMA Meets with a Delegation from College of Islamic Studies at Hamad Bin Khalifa University 

His Excellency Dr. Tamy Bin Ahmad Al Binali, Chief Executive Officer of the Qatar Financial Markets Authority (QFMA), met on Tuesday, May 19, 2026, with a delegation from the College of Islamic Studies (CIS) at Hamad Bin Khalifa University (HBKU), led by the College’s Dean, Dr. Recep Şentürk.

The discussions addressed several topics and issues of mutual interest and explored opportunities to strengthen collaboration between the QFMA and HBKU.

Both sides emphasized the importance of developing national competencies in Islamic finance, governance and sustainability, while highlighting the role of academic institutions in preparing a future generation to adapt to the rapid transformations shaping global financial markets.

اجتمع سعادة الدكتور طامي بن أحمد البنعلي، الرئيس التنفيذي لهيئة قطر للأسواق المالية، اليوم الثلاثاء الموافق 19 مايو 2026، مع وفد من كلية الدراسات الاسلامية في جامعة حمد بن خليفة، برئاسة الدكتور رجب سينتورك، عميد الكلية.

وجرى خلال الاجتماع، بحث عدد من الموضوعات والقضايا ذات الاهتمام المشترك، كما تم استعراض أوجه وآفاق تعزيز التعاون بين الهيئة وجامعة حمد بن خليفة.

وناقش الجانبان أهمية تطوير الكفاءات الوطنية في مجالات التمويل الإسلامي والحوكمة والاستدامة، إلى جانب تعزيز دور المؤسسات الأكاديمية في إعداد جيل قادر على مواكبة التحولات المتسارعة في الأسواق المالية العالمية.

وتأتي الندوة ضمن جهود الهيئة في تعزيز الثقافة المالية الرقمية ونشر الوعي بالمفاهيم المالية الحديثة لدى مختلف فئات المجتمع

The seminar aimed to enhance digital financial literacy and disseminate knowledge about the digital economy and virtual assets, with the participation of a number of interested parties, specialists, and university students
This seminar comes within the QFMA’s commitment to promoting digital financial literacy and disseminating financial concepts among various segments of society

وتشمل أعمال الاجتماع السنوي الـ 51 للمنظمة الدولية لهيئات الأوراق المالية، عقد اجتماعات للجنة النمو والأسواق الناشئة (GEMC، و لجنة أفريقيا والشرق الأوسط (AMERC)، واللجنة الرئاسية (Presidents Committee)

His Excellency Dr. Tamy Bin Ahmad Al-Binali, Chief Executive Officer of the #Qatar Financial Markets Authority (#QFMA), took part in the 51st Annual Meeting of the International Organization of Securities Commissions (#IOSCO). The three‑day event, held virtually, brings together heads and representatives of global regulatory authorities that are members of the organization, alongside distinguished decision-makers and financial market experts
The 51st ISOCO Annual Meeting agenda features sessions of the Growth and Emerging Markets Committee (GEMC), the Africa and Middle East Committee (AMERC), and the Presidents Committee.
Key topics under discussion include capacity-building program and potential work for market development. Participants reviewed the findings of the GEMC Market Development Survey (March 2026), as well as developments, trends, and risks affecting emerging markets
The meeting also provides a platform for member states to share experiences and lessons learned from market development initiatives, while exchanging perspectives on plans to support the development of local capital markets, including progress toward achieving higher rankings in global equity indices

The #Qatar_Financial_Markets_Authority (QFMA) participated in the Joint International Forum for Supervisory Authorities and the Private Sector, held in St. Petersburg, (Russian Federation), devoted to the topic of 'A Reasonable Balance and Trust-Based Dialogue'
The #QFMA was represented at the forum by Mr. Eissa Abdulla Al-Kaabi, Director of Inspection & Surveillance Department
The forum discussed the risks of #money laundering and terrorist financing, along with the techniques employed in anti-money laundering and combating the financing of terrorism (AML/CFT). It also reviewed preventive measures alongside proposed solutions to overcome related challenges
The QFMA's participation in the forum underscore its dedication to strengthening efforts in AML/CFT, while ensuring alignment with best practices and compliance with relevant international standards

H.E. Dr. Tamy Bin Ahmad Al-Binali, CEO of the Qatar Financial Markets Authority (QFMA), participated in the 20th Annual Meeting of the Union of Arab Securities Authorities (UASA) Board, which was held this morning, Wednesday, via video conference due to current regional developments and circumstances

During the meeting, the UASA Board members reviewed a report on the work completed under the 2026 UASA’s strategic plan. They also reviewed the guidance manual on cross-border financial activities and capital flows, and the guidance manual on best practices for dealing with market risks

The Board also discussed the multilateral MoU in the field of cybersecurity, the Smart Investor Guide, in addition to the UASA’s strategic plan 2026-2030, and the Union’s proposed action plan for 2026

واستعرض أعضاء مجلس اتحاد هيئات الأوراق المالية العربية خلال الاجتماع، تقرير حول الأعمال المنجزة بموجب الخطة الاستراتيجية للاتحاد لعام 2026، كما اطلعوا على الدليلي الاسترشادي حول الأنشطة المالية عبر الحدود وتدفقات رأس المال، والدليل الاسترشادي حول أفضل الممارسات لمواجهة مخاطر الأسواق.

وبحث أعضاء مجلس الاتحاد كذلك، مذكرة التفاهم متعددة الأطراف في مجال الأمن السيبراني، ودليل المستثمر الذكي، إضافة إلى الخطة الاستراتيجية للاتحاد 2026 – 2030، وخطة العمل المقترحة للاتحاد لعام 2026.

شاركت #هيئة_قطر_للأسواق_المالية في اليوم العالمي للتوعية بمرض التوحد، وذلك ضمن مشاركة #قطر في هذا اليوم العالمي الذي يصادف الثاني من شهر أبريل من كل عام. وقامت الهيئة مساء اليوم الخميس، بإضاءة مبناها الرئيسي باللون الأزرق، تضامنا مع الحملة العالمية المساندة للتوحد. وتهدف هذه الحملة إلى تسليط الضوء على ذوي التوحد، بهدف التوعية بمخاطر الإصابة بهذا المرض، وتعزيز الاعتناء بالمصابين، وتوفير أفضل ظروف الرعاية لهم. وتأتي مشاركة الهيئة بهذه الحملة إلى جانب مشاركة مختلف الوزارات والأجهزة الحكومية والهيئات والمؤسسات العامة بالدولة تضامنا مع الحملة العالمية لإضاءة المباني والمعالم البارزة باللون الأزرق، والهادفة إلى تسليط الضوء على هذا المرض.

On Thursday evening, the QFMA lit up its main building in blue in solidarity with the global campaign supporting autism
This campaign aims to raise awareness about individuals with autism, highlighting the risks associated with the condition, promoting care for those affected, and ensuring they receive the best possible support
The QFMA's participation in this campaign comes alongside the participation of various ministries, government agencies, and public institutions across the country, all in solidarity with the global campaign to light up buildings and landmarks in blue to raise awareness about autism
