Uganda, Kenya, Ghana, and the UAE all document foreign nationals. They capture biometrics, issue IDs, and track residency. None of them are GIVING AWAY citizenship. South Africa? We're still debating while Home Affairs collapses under corruption and backlogs. This isn't about resources, it's about political will.
Uganda issues an "Alien ID Card" to all foreign nationals. It captures biometrics, carries a $100 fee, and flags status, work permit, student pass, dependant pass. It doesn't grant citizenship. It grants control. Their system wasn't even built for aliens initially, they adapted it because they had the will to act.
Kenya requires an "Alien ID Card" (Foreign Nationals Certificate) for anyone staying over 90 days. The card tracks residency, costs $39/year, and doesn't confer citizenship rights. Failure to register = penalties. Simple, enforceable, effective.
Ghana issues a "Non-Citizen Ghana Card" through the Foreigners Identity Management System (FIMS). It captures 10 fingerprints, iris scans, and photographs. The card explicitly states it does not confer voting rights or civic duties. Just identity and residency tracking.
The UAE leads the world in this. Every resident, foreign or citizen, carries an Emirates ID. It links to visas, health records, banking, and immigration status. Expats make up 88% of the population. They are tracked, documented, and managed, not handed citizenship. It is one of the most secure borders on earth.
Notice the pattern? None of these countries are giving away citizenship. They're using biometrics to establish who is in their territory, what their status is, and when they must leave. This is what sovereignty looks like in practice. It is not xenophobia, it is governance.
Meanwhile, South Africa has a @HomeAffairsSA drowning in backlogs. Asylum cases: 8,353 before the Standing Committee, 76,552 before the Refugee Appeals Authority, plus 3,173 pending judicial reviews. The system is broken by design. The DHA admits its current system is MANUAL and PAPER BASED It's only now rolling out an Electronic Travel Authorisation and biometric entry/exit at ports. These are basic reforms other African countries implemented years ago. We are not behind. We are stalling.
The difference isn't resources. Uganda's NIRA admitted its system couldn't register aliens because the initial software wasn't built for it and they still got it done. South Africa's problem is political will. The DHA's inefficiencies create FORCED ILLEGALITY where people are stuck undocumented because the system can't process them.
So when people say WE DON’T WANT DOCUMENTATION, remember: Kenya, Ghana, Uganda, and the UAE all do it. They aren't giving away citizenship. They're managing their borders. South Africa claims to do the same, but our government lacks the will to actually execute.
The countries doing this don't have perfect systems either. But at least they have a coherent framework for tracking who enters. South Africa has a constitution and a Department of Home Affairs that can't implement it. We have laws. We lack enforcement. We have borders. We lack control.
Documentation is management, not handouts. Other nations already know this. When will South Africa stop hiding behind fear mongering and address the real problem. A state that refuses to function? The debate isn't about whether to document. It's about why we haven't started. 🇿🇦
