I took another significant step in our journey to reposition Plateau State as a leading agro-industrial and livestock investment destination with the groundbreaking of a 500-cattle-per-day ultra-modern abattoir at Heipang and a Veterinary Teaching Hospital in Barkin Ladi Local Government Area.
These projects, supported by the Livestock Productivity and Resilience Support (L-PRES) Programme, represent strategic investments in the future of our economy. They are designed to strengthen the livestock value chain, improve food safety standards, create sustainable jobs, attract private investment, and expand Plateau’s capacity for meat processing and export.
For me, this is more than the construction of physical infrastructure. It is the laying of a foundation for a new economic future for our people. The ultra-modern abattoir is a critical component of the Heipang Special Agro-Processing Zone, which we have established as a platform for industrial growth, value addition, and wealth creation.
This facility will replace crude and unhygienic slaughter practices with a world-class automated abattoir capable of processing 500 cattle daily the largest of its kind in this region. Beyond improving standards, it will unlock opportunities across the entire livestock ecosystem.
Our vision is simple: every participant in the value chain must benefit. Farmers producing maize and soybeans for animal feed must earn more. Young people involved in livestock transportation must find opportunities. Entrepreneurs operating cold rooms, processors packaging meat products, feed mill operators, leather processors, and countless others must share in the prosperity that this investment will generate.
I am encouraged by the support and cooperation of the host communities, whose commitment has been invaluable to the success of this project. I urge residents to continue working closely with the contractors to ensure timely completion, as we expect these projects to be delivered within the next year.
The endorsement of the Honourable Minister of Livestock Development, Alhaji Idi Mukhtar Maiha, further reinforces our belief that Plateau State is uniquely positioned to lead Nigeria’s livestock transformation. With our favourable climate, resilient farming communities, strategic transport links, and long-standing excellence in animal health services, Plateau is ready to become a major hub for livestock production and processing.
Our goal is clear: to move Plateau beyond the production of raw agricultural commodities and establish our state as a centre of agro-industrial excellence, economic prosperity, and sustainable job creation.
The revitalization and successful launch of Plateau Express Services Limited stand as one of the notable achievements of the Mutfwang administration's efforts to transform transportation in Plateau State.
Since 2023, the administration has prioritized investments in the transport sector, improving road infrastructure, expanding access to air travel, and laying the foundation for the return of rail transportation. These interventions have enhanced connectivity, boosted economic activities, and made movement easier for citizens and visitors alike.
The rebranding and restructuring of Plateau Express introduced a modern fleet, improved passenger experience, and repositioned the company as a viable business enterprise capable of generating revenue while providing affordable and reliable transportation services.
Today, Plateau Express remains a symbol of the administration's commitment to building an integrated transport system that supports commerce, creates opportunities, and drives sustainable development across the state.

I recently inspected the ongoing construction of the 61.55-kilometre Dokan Tofa–Ba’ap–Kurqwi Road, including the spur to Lardang–Bwall–Kwoor and Tim Road Section One, as well as additional works on the Jimbam–Dokan Kasuwa Road in Qua’an Pan Local Government Area.
Seeing the excitement and enthusiasm of the people, especially the women who turned out in large numbers to welcome us, was both humbling and encouraging. Their support reinforces our commitment to delivering infrastructure that opens up rural communities, improves connectivity, supports agriculture, and drives economic growth.
I am grateful to the people of Qua’an Pan for their steadfast support, trust, and cooperation. These road projects are not just about construction; they are about improving livelihoods, creating opportunities, and ensuring that no community is left behind in our development agenda.
I want to assure residents that these projects will be completed and commissioned as scheduled. Our administration remains focused on delivering quality infrastructure and fulfilling the mandate entrusted to us by the people of Plateau State.

Speaking during his opening remarks at the Town Hall Meeting held yesterday at Crispan Hotel, Jos, Governor Caleb Mutfwang reflected on the significance of Democracy Day, the challenges of governance, and his administration's commitment to delivering meaningful change for the people of Plateau State.
The Governor acknowledged that while democracy has not fully delivered all the dividends citizens desire, it continues to provide the platform for participation, accountability, and leadership by the people. He highlighted ongoing interventions across agriculture, education, healthcare, infrastructure, security, and social services, emphasizing that his administration has remained focused on improving the lives of Plateau citizens.
Governor Mutfwang noted that the security challenges confronting the state are deeply rooted and have evolved over decades, requiring persistence, collaboration, and strategic action. He assured residents that government continues to make progress, with recent critical arrests and security breakthroughs reinforcing efforts to restore lasting peace across Plateau.
Welcoming feedback from citizens, the Governor stressed that constructive criticism remains an essential part of governance.
"Genuine criticisms are welcome because the Governor does not know it all. Whenever people raise concerns, we ask questions, seek answers, and where necessary, take action."
He further highlighted key achievements of his administration, including the 50% reduction of tuition fees across state-owned tertiary institutions, a more than 300% increase in student allowances, sponsorship opportunities for young people in specialized fields such as aviation, and government interventions that have assisted citizens facing critical medical conditions and healthcare emergencies.
Reaffirming his commitment to the people, Governor Mutfwang stated that his administration would continue working tirelessly to fulfill its promises and meet the expectations entrusted to it by the citizens of Plateau State.
"I made a commitment to God and to the people of Plateau State that I will leave Plateau State better than I met it. By the grace of God, we will not disappoint you."

THE MUTFWANG LEGACY SCHOLARSHIP SCHEME: INVESTING IN THE FUTURE OF PLATEAU YOUTH
As part of Governor Caleb Manasseh Mutfwang’s commitment to human capital development and youth empowerment, the Mutfwang Legacy Scholarship Scheme was established to provide outstanding Plateau students with access to specialised global education opportunities.
The merit-based initiative will sponsor 200 high-performing students to pursue specialised studies in India, equipping them with the knowledge, skills, and international exposure needed to contribute to technological advancement, innovation, and socioeconomic growth in Plateau State.
Built on the principle of excellence and fairness, the selection process prioritises merit above political considerations or quota-based arrangements, ensuring that opportunities are awarded to students based on their academic performance, potential, and capacity to make meaningful contributions to the future of the state.

Mining and Industrial Development
The Governor identified mining as a strategic pillar of economic growth, noting that ongoing reforms have improved revenue generation and strengthened community participation in the sector.
He also announced the revitalization of the Plateau Mineral Development Company and ongoing efforts to establish value-addition industries, including a modern tin-processing facility, to maximize benefits from the state's mineral resources.
Tourism Revival
Reaffirming Plateau's status as the Home of Peace and Tourism, Governor Mutfwang said significant investments are being made to reposition the sector as a major economic driver.
He cited ongoing upgrades at the Jos Wildlife Park, strategic partnerships for wildlife conservation, investments in tourism infrastructure, and the development of a comprehensive Tourism Master Plan aimed at attracting local and international investors.
Agricultural Transformation
Describing agriculture as a key component of the state's economic agenda, the Governor said the administration is transitioning from subsistence farming to mechanized and commercial agriculture.
He highlighted investments in improved seed varieties, farm mechanization, fertilizer distribution, irrigation projects, and innovative farming technologies designed to increase productivity, create jobs, and improve farmers' incomes.
"For over sixty years, Plateau has fed Nigeria, West Africa, Chad and Niger with potatoes. We have therefore decided to brand it properly. Henceforth, we call it Mato Potato because it belongs to us."
The Governor further revealed that locally manufactured hand tillers developed by a Plateau innovator are currently undergoing pilot testing.
"We are test-running about 200 hand tillers this farming season. If successful, we will scale up production to 2,000 units. Our goal is to eliminate the drudgery of manual farming and make agriculture attractive to young people."
He also announced the procurement of about 500 trucks of fertilizer for farmers ahead of the farming season and ongoing investments in irrigation and water infrastructure.
The Governor also emphasized efforts to strengthen the livestock value chain through investments in dairy production, ranching infrastructure, modern abattoirs, and forage development programmes.
Healthcare, Education and Infrastructure
Governor Mutfwang noted that substantial investments have been made in healthcare infrastructure, laboratory services, and Plateau Specialist Hospital and other medical facilities, positioning Plateau as an emerging healthcare hub. "In the health sector, we have done quite a lot. We have significantly improved the status of Plateau State Specialist Hospital, and we are building capacity to transform it into a Teaching Hospital."
In the education sector, he highlighted the reduction of tuition fees in state-owned tertiary institutions, increased scholarship support, and investments in institutional development and human capital advancement.
He further pointed to ongoing road projects across all local government areas, improvements in public transportation through the Metro Bus Scheme, and major investments in urban renewal and water infrastructure as evidence of the administration's commitment to improving the quality of life for citizens.
Youth Development and Investment Promotion
The Governor stated that youth empowerment remains central to his administration's agenda, citing investments in sports development, skills acquisition, entrepreneurship, and educational opportunities.
He noted that growing investor confidence, increased business activity, and expanding partnerships in agriculture, mining, tourism, healthcare, and manufacturing demonstrate the positive trajectory of Plateau's economy.
Democracy Day Pardon
As part of activities marking Democracy Day 2026, Governor Mutfwang approved the grant of Absolute Pardon to four citizens of Plateau State — Nanchang Ramyil, Sale Ayuba, Abdullahi Haruna A. Yusuf, and John Monday — following recommendations by the Plateau State Advisory Council on the Prerogative of Mercy through the Ministry of Justice and due consideration by the Nigerian Correctional Service.
The Governor said the gesture reflects his administration's commitment to balancing justice with mercy, rehabilitation, and human dignity, while providing opportunities for redemption and reintegration.
He urged the beneficiaries to become responsible and productive citizens and called on Plateau residents to continue supporting efforts aimed at promoting peace, unity, justice, and social cohesion.
Governor Mutfwang thanked the people of Plateau State for their trust, prayers, constructive engagement, and unwavering support, assuring them that his administration remains committed to delivering sustainable development and improving the well-being of all citizens.

For more than a decade, the Yelwa Water Treatment Plant remained dormant, leaving thousands of residents without reliable access to clean and safe water. Today, that story has changed.
Through the commitment of Governor Caleb Manasseh Mutfwang to improving water supply across Plateau State, the Yelwa Water Treatment Plant has been fully rehabilitated under the SURWASH Programme in partnership with the Federal Government and the World Bank.
Once moribund for over 15 years, the facility now operates with a capacity of 4,500 cubic metres of water per day, delivering potable water to more than 10,000 beneficiaries in Yelwa and surrounding communities. The intervention also included the rehabilitation of the 1,200 cubic metre capacity Bukuru overhead tank, a critical infrastructure that had been abandoned for over 20 years.
This transformation reflects the administration's deliberate and strategic approach to addressing water scarcity across the state. By restoring critical infrastructure, investing in sustainable water systems, and partnering with development agencies, Governor Mutfwang is ensuring that more communities have access to one of life's most basic necessities.
