What's even more weird is the next paragraph (see below) Hur says he needed "proof beyond a reasonable doubt" to go forward with an indictment against Joe Biden?

Air Force vet Richard Butler was sitting in his car after dropping off his girlfriend when a man walked up and shot him twice in the chest.
Butler's murder came out of nowhere as his family says he was well-known in the community and loved by all.
