Speaking from experience, regular riders involve less work, and provide a quicker turnaround which equates to more money. Legislation with teeth is definitely needed.

@VADisabilities Out of service elevators are definitely a problem. The newer ets bus ramps are less accessible than older ones. They are steeper. Also, buses can be designed to hold more equipment such as baby strollers, walking aids, and wheelchairs. It is not that difficult.
