A secure maritime space plays an important role in security operations and in how we respond during times of crisis and national need.
When Hurricane Melissa affected Jamaica last October, maritime access and coordination with regional and international partners helped to move supplies, restore communication, and deliver relief. Appreciation is extended for the support provided to Jamaica’s recovery, especially through airlift capacity.
As climate risks continue to increase across the Caribbean, this area of cooperation will become even more important. A secure maritime environment is key to building resilience and protecting communities.
The work of the sailors and officers aboard the USS Nimitz is often unseen, but it is felt in the stability it helps to maintain and the readiness it provides when it is needed most.
The National Reconstruction and Resilience Authority (NaRRA) is a newly established national agency mandated to support Jamaica’s recovery, reconstruction, and long-term resilience planning.
Its work focuses on strengthening coordination across key sectors, improving delivery systems, and ensuring that national recovery efforts are structured, efficient, and sustainable.
This afternoon, I met with the CEO, Ambassador Antony Anderson, to engage on NaRRA’s vision and mission at this early stage of development. The discussion centred on building institutional knowledge and technical expertise within NaRRA, with a strong emphasis on training and leadership development.
As a new entity, there is a clear opportunity to shape a strong foundation of capability, developing managers and executives who are equipped with the skills, judgment, and capacity to deliver complex programmes effectively.
We also focused on strengthening execution across all levels of the Agency, ensuring that systems are designed to support efficiency, speed, and clear implementation of priorities.
This early phase of NaRRA’s development is about building structure, strengthening human capital, and establishing the standards that will guide its long-term impact in national reconstruction and resilience efforts.
I wish Ambassador Antony Anderson every success as he leads this important work in building a strong foundation for national resilience and long-term development.
Good legislation is not about delay for delay’s sake. It is about building institutions that can move with speed, fairness, accountability, and purpose while delivering results for the Jamaican people.

On National Children’s Day, Jamaica celebrates the joy, creativity, talent, and potential of our children.
Under the theme “Prioritise Our Children’s Mental Health: Strong Minds, Safer Future,” we place their well-being at the centre of national life. Protecting their mental health helps secure a stronger future for Jamaica.
Let us continue to create safe, supportive spaces where every child can learn, grow, and thrive, while investing in their education and emotional well-being.
Happy National Children’s Day, Jamaica. 🇯🇲
Lest we forget....There are moments in the life of a nation when leadership is tested not by convenience, but by crisis. NaRRA is not simply a reconstruction agency.
This Bill is not simply about recovery. It is about national transformation.
