2/ if the laws aren’t enforced. ELA Sheriffs have jurisdiction for enforcement on the side of the landlord in my area but #LAPD is not supposed to get involved and if they do, they’re supposed to be on the renter’s side. Not so true in #BoyleHeights #rentcontrol
