People started breeding venomous cobras for the reward.
And it didn't take long for the government to find out.

• The cobra population increased
• Breeders released their snakes into the wild
You might call it chaos.
I call it a valuable lesson.
The British government lacked foresight.
It didn't consider all possible outcomes for its actions.
Downfalls include:
• Failed monitoring
• Underestimating reactions to incentives
• Scrapping the reward rather than adjusting it
