The commercialization negotiations breakthrough argument was “export the EXCESS after feeding the refinery”?
Looking at the pace of refinery development today… it’s as if we shall “refine the EXCESS after export.” No? 😬🤦🏽♀️
Uganda fought HARD for value addition. The President held the line. Negotiators went to the wire. All so we wouldn’t just ship raw crude and wave goodbye to the jobs, the industrialisation, the downstream value.
As shared by @PAU_Uganda the commercialization strategy puts the refinery FIRST in priority for crude supply. That’s the policy. That’s the promise.
So as we celebrate and we SHOULD definitely celebrate, the discomfort is legitimate:
