British National Charged Following Firearm Seizure at Port Vieux Fort
As part of intensified operations to curb criminal activity, on Wednesday, June 3, 2026, the Gangs, Narcotics and Firearms Unit (South), the K-9 Unit, and the Customs and Excise Preventative Unit conducted a joint courier sweep at targeted courier companies and cargo sheds within the Vieux Fort district.
During a search conducted at Shed 2 at the Vieux Fort Seaport, officers discovered a rifle concealed within a shipment, in the presence of the consignee, David Charles Mulvany, a British national residing in Laborie. Mulvany was arrested and was subsequently charged with the offences of Possession of a Firearm Without a Valid License and Importation of Firearm Without a Valid License.
On Friday, June 5, 2026, Mulvany was brought before the Second District Court for a bail hearing where he pleaded guilty to both offences. The court imposed a fine of $10,000.00 for the offence of Possession of a Firearm Without a Valid Licence and a fine of $5,000.00 for the offence of Importation of a Firearm Without a Valid Licence.
The court ordered that the total fine of $15,000.00 be paid forthwith. In default of payment, he shall serve a term of five (5) years' imprisonment.
The Royal Saint Lucia Police Force has intensified its operations as part of ongoing efforts to combat criminal activity across the island.
On Wednesday, June 3, 2026, all police stations participated in a coordinated operation, conducting vehicular checkpoints within their respective areas of responsibility. The operation commenced at 3:00 p.m.
During the operation, a total of 1,400 vehicles were stopped, 35 vehicles were searched, and 47
individuals were searched. Officers issued 88 traffic tickets, 12 cautions and impounded nine vehicles.

The Major Crimes Unit has formally charged a fourth individual in connection with the homicide of twenty-five (25)-year-old Givanni Andrew Joseph, also known as “Zuzu,” who was fatally shot at The Gulf in Ciceron, Castries, on February 21, 2026.
On Thursday, May 28, 2026, twenty-one (21)-year-old Germaine Ishonn Joseph, also known by the aliases “Caco” and “44”, was arrested during a joint police operation at Wilton’s Yard, Castries.
On Tuesday, June 2, 2026, he was formally charged with the offence of murder. He has been remanded to the Bordelais Correctional Facility.
Three other individuals have previously been charged in connection with this matter: twenty-three (23)-year-old Sanjay Papius, alias “Stickman”; twenty-five (25)-year-old Mayim King, alias “Smiley”; and twenty-year-old Vonnelle Degazon.

On Tuesday, June 2, 2026, the Criminal Investigations Department formally charged 31-year-old Kerius Polius of Belair, Castries, with the offences of robbery and possession of ammunition. The charges stem from an armed robbery incident that occurred on May 7, 2026, along Darling Road, Castries.
Polius was apprehended during a joint police operation conducted in Belair, Castries, on Thursday, May 28, 2026.
He appeared before the First District Court on Wednesday, June 3, 2026, where the court granted bail of EC$5,000 on the robbery charge and EC$10,000 on the possession of ammunition charge.

On Wednesday, May 27, 2026, investigators attached to the Gangs, Narcotics and Firearms Unit (South) conducted a joint operation with officers from the Customs and Excise Preventive Unit at Port Vieux Fort.
During the examination of a consignment addressed to 39-year-old Hayasher Gilbert of Vieux Fort, officers discovered what appeared to be suspected cannabis resin concealed inside boxes containing food items.
Gilbert was subsequently arrested and charged with the offences of Possession of Controlled Drugs, Possession of Controlled Drugs with Intent to Supply, and Importation of a Controlled Drug
He has been granted bail in the sum of EC$55,000 cash or suitable surety.

In June 2025, Corporal Emmanuel completed his Executive MBA in Project Management, equipping him with the strategic leadership and organisational skills necessary to drive large-scale institutional transformation. Then, in March 2026, he added a Master’s Degree in Cybersecurity to his already impressive academic record, earned through the prestigious OAS-Structuralia Scholarship Programme in partnership with Universidad Da Vinci de México. He was the only Saint Lucian among the 17 scholarship recipients pursuing Cybersecurity under the partial scholarship programme.
Speaking on his motivation and future aspirations, Corporal Emmanuel expressed a deep commitment to strengthening Saint Lucia’s digital resilience:

The Major Crimes Unit has formally charged 34-year-old Primus Toussaint of Belvedere, Canaries, in connection with the homicide of 24-year-old Joy St Omer, which occurred on May 20, 2026, in Marigot, Castries.
On May 20, 2026, Toussaint reported himself to the Criminal Investigations Department accompanied by his lawyer and was subsequently arrested and detained. He was formally charged with the offence of Murder on Saturday, May 23, 2026.
On Tuesday, May 26, 2026, he appeared before the Magistrate Court, where he was remanded in custody.
Officers attached to the Dennery and Richfond Police Stations continue to strengthen partnerships through the Dennery District Interagency Collaboration Initiative, established in April 2026 to promote teamwork, professionalism, and safer communities. Through weekly training sessions, stakeholder engagement, and team-building activities such as the recent Gros Piton hike, participating agencies remain committed to breaking silos and working together in the fight against crime.
