We spoke in detail about the situation on the front and Ukraine’s needs in protecting people from Russian attacks. It is important to strengthen Ukraine, reinforce our air defenses, and accelerate the development of Europe’s anti-ballistic capabilities. On the margins of today’s meetings in Brussels, I had brief exchanges with HR/VP @kajakallas, Commissioner @MartaKosEU, Romanian FM @oana_toiu, Slovenian FM @TKajzer, Irish FM @HMcEntee, Maltese FM @chrisfearne and other European colleagues.
We discussed Russia’s continued terror against civilians, the need to strengthen Ukraine’s air defense and anti-ballistic capabilities, the 21st EU sanctions package, and the opening of all negotiating clusters in Ukraine’s EU accession process.
We remain closely coordinated on the next steps.
Today, Ukraine joins the North Atlantic Council's Statement condemning Russia's malicious cyber activities.
Russia's criminal war is fought not only on the battlefield in Ukraine. It also targets the critical infrastructure of Allies through malicious cyber operations, undermining security and stability across the Euro-Atlantic area.
Such actions are a clear violation of international law, norms, and the principles of responsible state behaviour in cyberspace.
These threats require a firm and resolute response. We are grateful to our Allies for strengthening Ukraine's resilience and collective defense. Ukraine stands ready to share its extensive experience in countering cyber threats, making our common security stronger.

Ukraine welcomes the UK’s decision to impose sanctions on individuals and entities involved in Russia's malicious cyber activities. This includes targeting Unit 29155, the CARR/Z-PENTEST operators, and LUMMA Infostealer developers.
Holding these perpetrators accountable is vital for countering Russian cyberespionage, sabotage, and data theft. We highly value the UK’s consistent leadership in strengthening global cybersecurity and intensifying sanction pressure on the aggressor state.
These sanctions expose how Russia weaponizes commercial companies and software developers to launch cyberattacks against European governments and citizens. It is a stark reminder of the evolving threats we collectively face.
We urge our global partners to maintain this coordinated pressure to deprive Russia of its cyber-warfare capabilities.

Ukraine commends strong and united EU stance exposing the 16th centre of Russia’s FSB as the coordinator of malicious cyber ecosystem targeting the EU Member States and international partners, including Ukraine.
Ukraine stands firmly in solidarity with the EU, its Member States, and our international partners who have been targeted by Russia’s malicious actions, including cyber-attacks, espionage, and sabotage.
We welcome the Council’s decision to impose a strong package of cyber sanctions against individuals and entities involved in Russia’s destabilizing activities.
The international community needs to continue raising the cost of Russia's malicious cyber activities and strengthen our collective resilience against hybrid threats.

Today in Brussels, I addressed the EU Foreign Affairs Council.
I focused on protection from ballistic attacks, 21st EU sanctions package, and further opening of EU negotiation clusters.
I informed EU member states about the situation on the battlefield, Ukraine’s successes, and peace efforts.
Our task is to make Putin understand that he will gain nothing from this war. Pressure. Decisiveness. Increasing the cost of war for the aggressor. This remains a simple but effective formula.
I stressed that the battle for the sky will define the trajectory of the war. Russia must lose its remaining ballistic advantage. Europe needs its own anti-ballistic capability—not only to help Ukraine, but to strengthen its own security and deterrence.
I also underlined that Ukraine’s accession should be viewed as strengthening Europe’s competitiveness, expanding its defense industrial base, and reinforcing its security. This is exactly what a merit-based approach is about.
We discussed the need to maintain and increase sanctions pressure, including the EU’s upcoming strong 21st sanctions package against Russia.
I am also grateful for the positive reaction to my proposal to respond to every massive Russian terror attack with new sanctions, and for the EU’s rapid response following Russia’s massive attack on the second of July.
We also discussed further steps, including sanctions on Rosatom and Roscosmos, disconnecting Gazprombank from SWIFT, and a ban on transport systems involved in Russian LNG shipments.
I thanked the Cypriot Presidency for its strong support for Ukraine and for the historic opening of the first cluster in our EU accession negotiations. I also thanked the Irish Presidency @Ireland2026eu for keeping Ukraine among its priorities and for beginning its term with the opening of Cluster Six — a strong start. We rely on further opening of all remaining clusters.
I also raised the issue of international sport. Russia has not ended its aggression, withdrawn its occupation forces from Ukraine, or returned to international law. International sport must not become a place where Russia regains legitimacy.
This July is critical. Dictators and terrorists do not take summer holidays. Neither do our defenders. This means that there can be no pauses in increasing pressure on Russia, strengthening support for Ukraine, and taking big political decisions for the sake of a united and strong Europe.
France. Today, important talks will take place here that can open up significantly greater opportunities for Ukraine to strengthen its defenses.
Our top priority is anti-ballistic defense. We will present our Anti-Ballistic Program to our partners and, for the first time, hold a meeting at the level of leaders, national security advisors, and defense companies from countries that can make a concrete contribution to building a new anti-ballistic system. I will also meet with French President Emmanuel Macron and take part in the Coalition of the Willing meeting. We will work to give this format new momentum.
The First Lady is scheduled to meet with the new Director-General of UNESCO to discuss the further development of the strategic partnership and expanding cooperation between Ukraine and the Organization within UNESCO's mandate.
We will thank France for its historic support, and our service members will take part in the parade marking France's national holiday – Bastille Day.

Today, the Russians once again "vanquished" purely civilian sites – ordinary passenger buses in Odesa, ordinary apartment buildings in Zaporizhzhia, and an ordinary hospital in the Kharkiv region. Every single day of this war that Russia is waging against life only proves that supporting Ukraine is the right thing to do from every perspective – defense, political, and simply human.
And everyone around the world sees it. They see that Ukraine needs more air defense, more protection for people's lives, and that the Russian authorities have gone insane over this war and are completely irrational in refusing to end it.
But pressure on Russia must work. New sanctions against the aggressor, new support packages for Ukraine, new projects – like our European anti-ballistic initiative, FREYJA – all of this must work. Thank you to everyone who is helping. In the near future, there will be meetings and negotiations that must strengthen our defenses.

Ukraine is changing its political strategy. Each priority area of foreign policy will be assigned to a specific person with substantial experience who is capable of implementing what we agree on at the leaders’ level and what the Ukrainian people expect. The most important of these areas include the United States and our agreements on licenses to manufacture Patriot systems, as well as other bilateral security cooperation, which must translate into clear gains for our countries and for Ukrainian and American companies; the European antiballistic project, which could become one of the most significant steps to strengthen Europe this decade; the European Union, where we need clear progress toward Ukraine’s membership and deeper ties in every area – economic, political, and cultural; Ukraine’s neighboring countries, relations with which require a new foundation, especially Poland and Hungary; the Middle East and Gulf region as one of the most promising global areas for security and economic cooperation; China; and key international organizations that influence global decisions and can do more to help end Russia’s war against Ukraine.
The same applies to our domestic work. There are new challenges and new tasks. All work in Ukraine’s frontline and border regions, which come under Russian attack every day, must be significantly strengthened. I expect increased supplies of the weapons our army needs, including all types of drones.
Preparing for winter is an extremely important priority, and Ukraine must be ready for every threat that may arise. The transformation of state-owned companies, on which Ukraine’s resilience significantly depends, must be accelerated. Ukraine’s agreements with its partners on recovery also require separate and focused attention. Accordingly, personnel changes will begin in Ukraine to ensure the implementation of the updated political strategy. We discussed the details with Prime Minister of Ukraine Yuliia Svyrydenko. We determined that these changes require a renewal of the Cabinet of Ministers. I am grateful to Yuliia for her clear, steady, and effective work as Prime Minister, for her years of productive service on Ukraine’s team, and I have offered her the opportunity to lead a new and important area of relations with a key partner. I expect that, together with MPs, we will make the corresponding changes in the Government of Ukraine. There will also be changes among the heads of law enforcement agencies.
