I believe this was part of a scheduled training exercise, rerouted to fly over 3 Richmond hospitals. The pilots are trying to hit precise way points at precise times.

Additionally, the F-22 has to fly slow enough (without "stalling out") to keep pace with the WWII era P-51s.
