Most people worry about giving an agent a wallet

If the session is no longer active or goes outside its scope, the agent doesn't get to keep trading

this is the exact scenario we built layer 3 for.

chain never closes true. but markets do. and when they do, you don't want your agent yoloing into a closed book.

KRO_RiskOracle checks `marketHoursOnly` on every asset before the intent even reaches PactGate. holiday weekend? blocked. after-hours? blocked. the chain being up doesn't override market hours. it shouldn't.

that's the difference between "the network works" and "the agent should trade."
