Bihar is already on alert. GoI is monitoring & local authorities are managing the Gandak river's flow. But if such huge amount of water flows down, not much can be done by anyone except evacuate.

Yet, many locals won't do it. If there's destruction and deaths, the Govt will immediately be blamed saying they did nothing. Even those who didn't evacuate will imagine govt could have done something and blame it for their decisions.
