If you look, it's being done by a known Uruguayan property development company, the plans seem to fit what does work in Uruguay already. I have lived and worked for years in Uruguay and while there are some weird bureaucratic rules, it's mostly a corruption free place that's very digital forward. This is in stark contrast to Argentina across the river which is a mess. Colonia is an easy ferry ride to Buenos Aires and relatively easy to get to and also get to big city fun. Uruguay's a transparent, and low tax place if you're doing tech work with an international focus.
I don't know where they're getting all the artists and non-tech creatives that Praxis talks about, but that's another issue. The development extends the city of Colonia to the west in a way which connects it to a lot of services both for the workers who are needed to keep a new neighbourhood like this running, but also make it more liveable.
