不要提覆議，一定會失敗的事，不要再做了，因為只會加重民眾的挫敗感。民進黨要馬上提釋憲，釋憲一定會讓法案卡在憲法法庭，但這個結果有利逆轉立法院政治局面。

2016年美國保守派大法官Antonin Scalia死於任內，留下的八名大法官，形成左右各四的僵局。歐巴馬在任期最後一年得到提名大法官的機會，但參議院多數黨領袖Mitch McConnell拒絕召開任命聽證會，認為大法官遺缺應讓最新的民意決定，也就是誰贏了白宮，誰就能改變最高法院的組成。

川普那年的民調，是一路輸給希拉蕊的，許多保守派選民受不了他的行為。但由於事關最高法院能不能維持在保守派手中，許多共和黨的選民，忍著心裡的噁心感，投給了川普。可以說，Scalia大法官和McConnell，救了川普的選舉，也保住了最高法院。

台灣有五個大法官十月底任期屆滿，憲法法庭會因為人數不滿而無法開會，而且國民黨一定不會放賴清德提名的大法官過關。因此，民進黨得到一個絕佳的政治機會，用立法院違憲擴權的釋憲案，一舉擊垮藍白的國會多數。

接下來，除了立委被判刑而要重選的選區外，民進黨還要結合公民，明年初積極罷免國民黨立委，一席一席地和民眾解釋如何阻止惡法成法。

同時民進黨還要和本土藍委曉以大義，勸說倒戈，威脅利誘，爭取倒閣，立院早日重選。

這樣才是讓法案翻盤的正道。藍白不倒，台灣不會好。

Philip has collaborated with some of AS Roma's biggest players to co-create a unique painting which will be auctioned on the 15th of May at a silent auction conducted by Simon de Pury at Mucciaccia Gallery in Rome. The work will then be on view at the gallery from the 11th of May.
