قانون آپ کو کئی سہولتیں دیتا ہے جن سے آپ کا ٹیکس کم ہو سکتا ہے:

پنشن اسکیم میں بچت
رضاکارانہ پنشن اسکیم (VPS) میں رقم جمع کروائیں تو ٹیکس کریڈٹ ملتا ہے۔ اپنی قابلِ ٹیکس آمدنی کے 20 فیصد تک کی رقم پر یہ فائدہ ملتا ہے۔ یعنی مستقبل کی بچت بھی اور آج ٹیکس میں کمی بھی۔

بچوں کی ٹیوشن فیس
اگر آپ کی سالانہ قابلِ ٹیکس آمدنی 15 لاکھ روپے سے کم ہے تو بچوں کی ٹیوشن فیس کا 5 فیصد آپ کی آمدنی سے منہا ہو گا، ہر بچے کے لیے زیادہ سے زیادہ 60 ہزار روپے تک۔ یہ سہولت والدین میں سے فیس ادا کرنے والے کسی ایک کو ملے گی۔
(سیکشن 60D، انکم ٹیکس آرڈیننس 2001 کے مطابق)

گھر کے لیے قرض
اگر آپ نے بینک یا کسی مالیاتی ادارے سے قرض لے کر اپنا گھر خریدا یا بنایا ہے تو اس قرض پر ادا کیے گئے منافع پر ٹیکس کریڈٹ ملتا ہے۔ یہ سہولت ایک ذاتی گھر (2500 مربع فٹ رقبے تک) یا ایک فلیٹ (2000 مربع فٹ تک) کے لیے ہے، اور ایک بار حاصل کرنے کے بعد اگلے 15 سال تک کسی دوسرے گھر یا فلیٹ پر یہ سہولت نہیں ملے گی۔

خیرات اور عطیات
منظور شدہ فلاحی اداروں، سرکاری اسپتالوں، اسکولوں یا یونیورسٹیوں کو دیے گئے عطیات پر ٹیکس کریڈٹ ملتا ہے، بشرطیکہ نقد عطیہ کراسڈ چیک کے ذریعے دیا گیا ہو۔

زکوٰۃ
زکوٰۃ و عشر آرڈیننس 1980 کے تحت ادا کی گئی زکوٰۃ آپ کی قابلِ ٹیکس آمدنی سے منہا ہو جاتی ہے۔

میڈیکل الاؤنس
اگر آپ کا ادارہ مفت علاج یا علاج کے اخراجات کی واپسی کی سہولت نہیں دیتا تو بنیادی تنخواہ کے 10 فیصد تک میڈیکل الاؤنس ٹیکس سے مستثنیٰ ہے۔

Pakistan will likely eventually face an Argentina-style fiscal crisis driven in large part by the vertical fiscal imbalance imposed by the 18th Amendment.

In 1988, Argentina adopted a fiscal-federal arrangement very similar to the 18th Amendment. Provinces raised little revenue & depended on federal transfers, while the center dominated tax collection & remained responsible for debt, defense, & other obligations.

By 2001, the arrangement became unsustainable. Provinces increasingly relied on borrowing &, eventually, 12+ provincial & federal quasi-currencies circulated as means of payment. This culminated in default, devaluation, federal redemption of quasi-currencies, tighter borrowing limits, & much stronger central control over provincial finance.

One way or another, the 18th Amendment—an arrangement designed to fail—will be dismantled. Sadly, Pakistan’s political discourse suggests we would rather defend it until collapse makes reform unavoidable than abolish it while there is still time to avoid the damage.
