In current canon Humanity is supposed to be the mantle holders from forerunners. That means all Forerunner tech is basically left for Humanity to use. If humanity was included in Covernant, then it would take the place of Prophets which is what Truth wanted to avoid.

@sadist_2003 For a night train 2h faster coverage doesn't really matter. Already Shivganga is the best overnight train from Banaras which could be easily sped up in the timings as it has got some slack. Plus we have multiple other overnight trains like Garib Rath also from Delhi.
