Meghnad recounts what he describes as a bizarre encounter with the Delhi Police while attempting to organise a “No Teachers, No Learning” protest and a Rochak Sansad—a mock-parliament-style public discussion on education, elections and civic participation. According to his account, the group was first told to come for the protest, then denied permission at Jantar Mantar, and later stopped again while sitting and discussing in Central Park, Connaught Place. He says police repeatedly threatened detention and continued following or questioning members of the group until the afternoon.

What is most disturbing is not merely the cancellation of a protest. It is the apparent suspicion with which even peaceful political discussion is treated.

A mock parliament is not an assault on democracy. It is an exercise in democracy. Young citizens sitting together, debating education and elections, making posters, discussing ideas and learning how public institutions function should be encouraged—not intimidated.

If a peaceful gathering can be repeatedly stopped, dispersed and followed simply because it involves political discussion, then the question is much larger than one day's confrontation: what happens to democracy when citizens begin to feel that even speaking together is dangerous?

Power should never fear citizens who ask questions. And the police should never become an instrument for making citizens afraid of exercising their democratic freedoms.

The answer to intimidation cannot be silence. It must be more dialogue, more participation and more democracy.

As Meghnad says, they intend to try again.

Democracy survives when citizens refuse to surrender their voice.
