Note the politics: Council was blocked for 7 years because it chose to apply unanimity rules - unnecessarily ! It started moving when Council lifted its own veto rights. A better reason to dump unanimity in EU decision making is hard to find !

This is how a former power disappears from the world stage. Especially the Central Asian Summit is an epic disaster for Moscow. China was not interested to have Russia even for symbolic reasons there.
All self-inflicted wounds and far worse than what happened in the 1990s. And it will come worse for Russia, far worse. You can thank Putin, his oligarchs and their fascist but also failing "Russkiy Mir" fever dream for that development.
