In previous SSC Exams, we can see there are more than 10x candidates qualified PRE, but why it's all-time low in CGL 2023. Why no fixed rule ?

Why not 15 times?
Why there is no set of rules by SSC? Even if you want to make it 8 times announce it in advance but don’t shift the goalpost as and when you please.

We wish for a fair selection process for SSC exams. In railway exams, it is clearly mentioned how many times of vacancies, candidates will be called for further stages. Why can't SSC tell this in the notification?
