This makes a lot of sense. Also factor in the humidity of Phoenix vs the UK. There's almost no humidity in Phoenix, while I'm pretty sure the UK is pretty humid.
In Phoenix, it doesn't feel as hot because you're not surrounded by water vapor. This also causes sweat to dry off of you faster, making you feel like you're cooling faster. That's a dangerous illusion in the desert mind you, and people from more humid climates tend to not know when they're overheating in dryer climates. Higher temperatures don't feel as hot because the air isn't wet. So when your sweat is depleting your body of water, and it doesn't feel as hot, you don't know when you're approaching heat stroke as easily.
Meanwhile, in more humid climates, the air feels hotter at lower temperatures because of the amount of water in the air holding heat energy. That's why 95 in the UK is worse than 110 in Phoenix.
