2. Pardons only apply to federal crimes, not state crimes and not for perjury after the fact.

Innocent people plead the 5th too. Demonizing constitutional protections is low of Rand Paul.

He's entirely wrong about capital punishment preventing crime. We have endless data that says it is not an effective deterrent. It just wastes resources and sometimes kills innocent people.
