When an individual in a position of power or a supporting system or institution conceals, denies, excuses, or rationalizes the actions of the perpetrator and protects that individual at the expense of the victim, they commit, in effect, a second assault.

The systems that protect perpetrators, no matter what political party or religion or industry--and demonize or blame survivors of sexual exploitation contribute to the "second" rape in the sexual violation. Gloria Steinem should know this.
