But SEGA has been struggling financially and has been milking yakuza for all it’s worth. Cutscene quality is down, development shortcuts(even more than normal asset re-use). RGG is unwell.

AAA game budgets usually are typically in the $100-$400 million range. NetEase simply wasn’t facing that reality when they greenlit the project, it seems. $44 million to get a game AAA to release state means it’s like 60-70% done.
