@DungeonNoir The reasons there are so many in act 1 is that they are refugees from Elturel after the city got saved from Avernus. The city kicked them out because they didn't want anything to do with devils.
Darkvision isn’t a superpower. It just treats darkness as dim light, which means:
• Disadvantage on Perception checks
• –5 to passive Perception
• No color vision or fine detail
• Can’t read maps, books, or runes
Bright and even dim light give full vision, so keep those torches ready!
