An IAS officer in Odisha has been convicted of corruption 12 separate times.
Not 12 charges in one case. 12 convictions, in 12 different cases.
There are at least 27 cases against him in total.
His name is Vinod Kumar.
He was a 1989 batch officer of the Indian Administrative Service.
The cases centre on his time as Managing Director of the Orissa Rural Housing Development Corporation, a state body set up to help people build homes.
The Vigilance department's case is that he sanctioned loans illegally, without the security deposits the rules required, and took money from the people receiving them.
In one of those cases the loans went to a builder, and the corporation lost the money.
Now the timeline, because this is the part that matters.
The alleged offences run back to around 2001.
His first conviction came in 2021. Twenty years later.
Only after that first conviction did the state government dismiss him from service, and even then it had to get clearance from the Centre first. He was dismissed in February 2022.
So for 2 decades, while the Vigilance department was building case after case against him, he remained an officer of the Indian Administrative Service.
The convictions have kept coming since. A 3 year sentence and a 25,000 rupee fine in one case. Another 3 years and 50,000 rupees in another, along with 6 other people.
Each one is a separate trial, with separate evidence, separate witnesses and separate years of hearings.
Here is what this case actually shows, and it is not that one man was dishonest.
It is that a system can identify a problem, investigate it thoroughly, build 27 cases, and still keep the person inside the building for 20 years, because dismissal requires a conviction, and a conviction requires a trial, and a trial takes as long as it takes.
The Vigilance department did its job. The courts are doing theirs.
The arithmetic is just brutal. 27 cases, at roughly 2 decades each, is not accountability arriving. It is accountability arriving after the career is already over.

In 2007, Kerala's Vigilance department opened a corruption case against a police officer.
Over the next 19 years he was promoted again and again.
He became Additional Director General. Then Director General of Police, the highest rank in the state force. He retired at the top in 2023.
Last week a court convicted him.
His name is Tomin J Thachankary.
The Vigilance and Anti Corruption Bureau registered the case in 2007, after a complaint by an anti corruption activist named Bobby Kuruvila.
The allegation was that between January 2003 and July 2007, Thachankary had acquired houses, flats and other property worth far more than he could have earned.
The chargesheet was filed in 2013. That is 6 years to write it.
By the time it was filed, he had already been promoted to Additional Director General of Police.
He challenged the proceedings and asked to be discharged, saying some of the properties had come to him through family partition and through gifts. The court rejected that and the trial went ahead.
While the trial ran, he kept rising. He reached the rank of Director General of Police, and he retired in 2023 with that rank.
On 17th September 2026, the Vigilance Court in Kottayam found him guilty under the Prevention of Corruption Act. It held that he had amassed assets worth about 64.70 lakh rupees that he could not account for.
He was sentenced to 4 years of rigorous imprisonment and fined 30,84,892 rupees. If he does not pay the fine, he serves 2 more months.
The court said something specific when it sentenced him. Because he had held a top post in the state police force, he was not entitled to any leniency.
He was taken into custody and moved to the Central Jail in Thiruvananthapuram.
He is the first officer of Director General rank in Kerala's history to be convicted and sentenced in a corruption case.
One detail matters for what happens next. Because the sentence is longer than 3 years, he cannot get bail from any lower court. He has to go to the High Court.
The public prosecutor made one remark afterwards that is worth keeping.
He pointed out how difficult it is for investigating officers to build a case when the accused is a serving senior police officer.
Think about what that means in practice. The men investigating him were police officers. He outranked almost all of them for most of those 19 years. At various points he would have been in a position to influence their postings.
It still ended in a conviction.
19 years, one activist's complaint, and a man who reached the top of the force before the case caught up with him.
In 2002 a woman living inside one of the most powerful religious organisations in north India wrote an anonymous letter.
She said the man at the top was raping his female followers.
Every big newspaper refused to print it. A man who ran a small evening paper in Sirsa printed it.
His name was Ram Chander Chhatrapati.
He was 53. His paper was called Poora Sach, which means the whole truth. It was a local Hindi evening daily, a few pages, in the same town as the headquarters of Dera Sacha Sauda.
The head of that Dera was Gurmeet Ram Rahim Singh. He had millions of followers. Politicians visited him before elections.
On 31st May 2002, Poora Sach published the letter.
The threats started almost immediately. He kept publishing.
On 23rd October 2002 he ran another report on the sexual exploitation of women at the Dera.
The next evening, 24th October, 2 men came to his house on a scooter and shot him 4 times from close range.
He died of his injuries on 21st November, in a hospital in Delhi. Most national newspapers barely noticed.
His son Anshul was a young man. He went to court and asked for the case to be taken away from the local police and given to the CBI. The High Court agreed.
Then came 16 years.
In August 2017 Ram Rahim was convicted of raping 2 of his followers and sentenced to 20 years. His followers rioted across Haryana and Punjab. People died.
In January 2019, a special CBI court in Panchkula convicted Ram Rahim and 3 others of Chhatrapati's murder and sentenced them all to life. His former driver had testified that he heard Ram Rahim order it.
Anshul said afterwards that they had been waiting 16 or 17 years, and that they had suffered a great deal because the man they were fighting was so powerful.
That should have been the end. It was not.
On 7th March 2026, the Punjab and Haryana High Court acquitted Ram Rahim in the murder case. It upheld the life sentences of the 3 other men, including the man who fired the shots.
So the people who pulled the trigger are guilty. The court did not find it proved who sent them.
Ram Rahim is still in prison, serving his sentence for rape.
Anshul has taken the case to the Supreme Court. In August 2026 the court issued notice to Ram Rahim.
He has been fighting it since he was a young man. He is still fighting it.
His father printed one letter that nobody else would touch. Everything that happened to Ram Rahim afterwards began with that page.

Why every lawyer, law student, police officer and citizen of Uttar Pradesh should read these four judgments ⚖️
All four cases began in Uttar Pradesh, and in each the Supreme Court sided with the State to correct errors that had let serious crimes go unpunished or stalled investigations. They answer key questions of criminal law: when courts can put a deadline on an investigation, when a dying declaration is enough to convict, and how to weigh witnesses whose accounts are imperfect. Their common lesson is that a judge must make sure no innocent person is punished, and equally that no guilty person escapes.
1️⃣ State of U.P. v. Mohd. Arshad Khan, 2025 INSC 1480 (19.12.2025) | Sanjay Karol & N. Kotiswar Singh, JJ.
The SC set aside the High Court's order giving police 90 days to finish the investigation and its no-arrest protection for the accused. Courts should fix deadlines only when delay is already visible. Blanket protection cannot be granted while refusing to quash an FIR, and an accused seeking protection must apply for anticipatory bail.
2️⃣ State of U.P. v. Veerpal (01.02.2022) | M.R. Shah & B.V. Nagarathna, JJ.
In-laws set a woman on fire with kerosene. The SC restored their conviction and life sentence under Sections 302/34 IPC. It held that a true and voluntary dying declaration can alone sustain a conviction, without corroboration.
3️⃣ State of U.P. v. Krishna Master, (2010) 12 SCC 324 (03.08.2010) | Harjit Singh Bedi & J.M. Panchal, JJ.
Six persons were shot dead in Farrukhabad. The SC reversed the High Court's acquittal and restored the conviction under Sections 302/34 IPC. It held that minor omissions in witness statements are not fatal. It imposed life imprisonment instead of the trial court's death sentence.
4️⃣ State of U.P. v. Anil Singh, 1988 Supp SCC 686 (26.08.1988) | K. Jagannatha Shetty & G.L. Oza, JJ.
The SC reversed the acquittal and restored the life sentence for murder. Witnesses may embellish, but if there is a "ring of truth" in the main, the case should not be rejected.
Essential reading for anyone in criminal justice.

Bombay High Court has initiated suo motu action against noise caused by DJ sound systems.
A division bench of Justice GS Kulkarni and neela Gokhale expressed displeasure over the use of DJs.
It summoned the Advocate General of Maharashtra and Registrar General of the High Court and queried about the authority for granting permissions.
It asked the AG to specify whether there are noise level limits or regulations in place.
The AG specified that while rules exist, enforcing them is practically difficult.
The matter is scheduled for next hearing tomorrow at 11 am.
