The Multi-stakeholder Dialogue on Business and Digital Rights successfully concluded yesterday. We are deeply grateful to everyone who made this event a resounding success, our partners at the European Union, @EnabelinUganda , and the Ministry of Gender, Labour and Social Development, as well as the brilliant state and non-state actors, business leaders, and digital rights advocates who joined us.
As we transition into Uganda's digital future, here is a quick look at the vital lessons and facts shaping our path forward:
🟧Human-Centric AI Strategy: Uganda is in the final stages of its National AI and Emerging Technologies Strategy, aligning with global standards (like ISO/IEC 42001) to position the country as East Africa’s leading tech hub by 2040 while keeping human rights at the core.
🟧Empowering the Grassroots: Evidence Methods Lab reminded us that digital rights awareness belongs to everyone. Using local languages like Luganda and Runyankole with simple, relatable storytelling is how we truly bridge the digital divide for our SMEs.
🟧DPI as an Enabler: Digital Public Infrastructure (DPI) is critical, not just for secure KYC and financial integration, but for creating a fair, remote-work-friendly economy where young content creators are fairly compensated.
🟧Sovereignty & Security: True data sovereignty means ensuring Ugandans have the local technical capacity to manage, protect, and control their own data independently.

Ms. Lydia Nabiryo, Asst. Commissioner at the Ministry of Gender, Labour and Social Development, in her address, stated that government is prioritizing corporate responsibility and the protection of fundamental rights through targeted capacity building for local government staff. By training those responsible for monitoring and enforcement, the initiative ensures that businesses operate with respect for labor laws and community well-being.
Key focus areas of the program include:
1⃣Environmental Protection: Ensuring businesses do not emit harmful pollutants into the air or water.
2⃣Labor Standards: Strengthening compliance with labor rights and actively addressing the challenge of child labor within supply chains.
3⃣Accountability and Remedy: Encouraging businesses to acknowledge their impact on communities and implement mitigation measures or actions to remedy harms.
4⃣Leveraging Influence: Using the position of larger buyers to influence outgrowers and suppliers toward more responsible business practices.

At the Multi-stakeholder Dialogue on Business and Digital Rights, Ambrose Ruyooka, Assistant Commissioner for Research and Development at the Ministry of ICT and National Guidance, shared critical updates on Uganda’s journey toward a robust digital governance framework.
Key highlights from his address include:
1⃣A Comprehensive Governance Framework: The Ministry has established a National AI Task Force that brings together the private sector, academia, and civil society to guide the development of an AI governance framework rather than jumping straight into legislation.
2⃣The Four-Pillar Strategy: The framework is built on a strategy for Artificial Intelligence and Emerging Technologies, focusing on infrastructure, finance, data, and human rights, all while remaining aligned with the African Union and East African Community strategies.
3⃣Prioritizing Standards and Ethics: Uganda is actively adopting global standards like ISO/IEC 42001 and collaborating with UNESCO on an ethical AI readiness assessment to ensure local developments meet international benchmarks.
4⃣Defining Data Sovereignty: Sovereignty is viewed through the lens of data control and technical capacity, ensuring that Ugandans are not merely consumers but have the independent ability to manage and gain value from their digital systems.
5⃣Evidence-Based Regulation: The government is committed to a Regulatory Impact Assessment (RIA) to determine if new laws are necessary, specifically aiming to avoid over-regulation that could stifle local innovation.
The upcoming National Artificial Intelligence and Emerging Technologies Strategy, expected in June, represents a major step toward positioning Uganda as a leading technology hub by 2040.

The presentation focused on the project's impact, highlighting how strategic partnerships and localized content have driven engagement across Uganda.
Key highlights from the lab's presentation included:
🟠Strategic Collaboration: Partnering with Next Media and DevFest Kampala significantly amplified the project’s reach, bringing digital rights awareness to broader tech and media audiences.
🟠Localized Engagement: Content developed in Luganda and Runyankole proved highly effective, as SMEs responded more strongly to relatable, real-life scenarios than to technical jargon.
🟠Infrastructure & Literacy: The project identified critical barriers, such as connectivity issues during virtual sessions and a general digital literacy gap among peri-urban businesses.
