Method
1. Prepare the beef: Slice the beef thinly against the grain. Toss with cornstarch and salt until evenly coated. Rest for 10–15 minutes.
2. Prepare the sauce: Combine soy sauce, water, brown sugar, garlic, ginger, chili, and sesame oil. Mix well and set aside.
3. Sear the beef: Heat a wok or large skillet over high heat. Add oil and sear the beef in small batches for approximately 45–60 seconds per side, until browned. Remove and set aside.
4. Stir-fry vegetables: Add a little more oil if necessary. Stir-fry the carrot and the white portions of the green onions for 30–45 seconds.
5. Add aromatics: Add garlic and ginger and stir-fry for approximately 20 seconds, taking care not to burn them.
