CAEX has completed Level 4 IT security assessment and met the 10,000 billion VND capital requirement, but still needs more to get licensed.

Remaining requirements under Resolution 05/2025/NQ-CP:

- Qualified personnel (CEO ≥2 years finance experience, CTO ≥5 years IT/fintech, plus certified staff)

- Full operational processes (risk management, custody, AML, trading, internal controls, etc.)

- Complete technology & operational readiness

- Final dossier review and approval by Ministry of Finance (after opinions from Public Security and State Bank)

No crypto exchange has been licensed yet. CAEX can only launch trading after full approval.

Coincidence, or something bigger happening in Vietnam’s crypto market?

Between October 10 and 15, reports circulated of P2P traders having their bank accounts frozen, allegedly over links to personal data trading, scams, or suspected money laundering. The details remain unverified, and the exact reasons behind these cases are still unclear.

Just days later, on October 22, CAEX announced that it had completed the assessment for Vietnam’s Level 4 information security standard, a key milestone in the process of preparing to operate a regulated crypto exchange.

SCEX is also among the five exchanges progressing through Vietnam’s licensing process.

The timing raises an obvious question: Are these developments connected, or is it simply a coincidence?

There is no verified evidence establishing a link between the reported bank freezes and the progress of Vietnam’s domestic crypto exchanges.

But one thing is clear: Vietnam’s crypto landscape is changing rapidly, and the next chapter could look very different from the P2P-driven market we know today.

A @TrustWallet user reportedly lost $27K after updating the app on an iPhone running iOS 16. They claimed their seed phrase had been stored on paper for years and never saved online.

This is what makes the story scary. Even if your seed phrase stays offline, a hot wallet still uses your private key on your phone to sign transactions. If your device is compromised, your funds could be at risk. SlowMist has analyzed iOS vulnerabilities that make such attack scenarios technically possible, although the cause of this particular incident has not been confirmed.

Think about how much crypto you might be keeping on the same phone you use to browse websites and install apps every day.

If you hold a significant amount, consider using a cold wallet and keeping only the funds you need for daily use in a hot wallet.

Having your seed phrase stolen is bad enough. But doing everything you thought was right and still losing your money? That's the really scary part.

🇺🇸 NEW: U.S. Treasury just proposed tough new rules to restrict American investments in AI, supercomputers, hypersonics, biotech & other critical tech, targeting China, Russia, North Korea and other “countries of concern.”

The rule (NPRM) implements the 2025 COINS Act and expands the existing Outbound Investment Security Program. It aims to stop U.S. capital from helping adversaries advance dual-use technologies that threaten national security.

Key points:
- Covers AI (“superintelligence”), high-performance computing/supercomputing, hypersonic systems, biotechnology, advanced semiconductors & quantum tech
- Applies to deals over $50K
- Many passive investments (public stocks, index funds, etc.) are exempt
- Some transactions banned, others require notification
- Still a proposal, open for public comment before final rules

This is a real escalation in the tech & capital war with China and other rivals.
