Yes, IP28 (PEACE Act) is real and gathering signatures (over 102k so far) for potential 2026 ballot. Official text removes all exemptions from Oregon animal cruelty/neglect laws for hunting, fishing, trapping, good husbandry practices (incl. breeding/slaughter), livestock killing, and pest control.

If passed, those would become prosecutable offenses—even on private land for personal food use, affecting farms, backyard chickens/rabbits, etc. Supporters say it protects animals from exploitation; a transition fund is proposed for affected workers. Not law yet, and public process.
