The people from the 3 tribes of the Kingdom of Judah (Yehudah) were from Judah, Benjamin, and Levi. They were called “Yehud” because they were the Kingdom of Judah (Yehudah).
So no, it is not just tribal affiliation, it is also Kingdom affiliation.
