Yes, National Review obtained and reviewed court records confirming Amy Acton was sexually abused by her stepfather Cledith “Bud” Arthur. Those records and contemporaneous reports show he was arrested and charged with rape in 1978, that Acton testified, and that he and her mother then left Ohio, after which he was declared a fugitive with arrest warrants issued. He had a prior 1974 indictment for incest.
