The number of cycles has changed - it is the only parameter that could change.

So every breath while wearing a mask - where does the air go - a % goes back up the nose. Not very healthy.

Can you find another jurisdiction that has had a similar outcome - and not a longer single digit tailing of numbers?

Perhaps they have changed the number of cycles they do of PCR Tests in the last 2 weeks?

It was not part of a Health Response.

The Government enacted a State of Disaster on 2nd August.
Under that SoD they made VicPol and PSO, Authorised Offices - no health exp.

Is it OK that VicPol and PSO were made Authorised Officers under the Health Emergency Act?
Few of them would have any health expertise.

It does not explain the fact that processes were not very different across the various hotels.
Rydges was a HOT Hotel - where those who tested positive and those with symptoms were housed. Quarantine should have mattered more

Perhaps it is also important to consider whether a State of Disaster could or should be made when there is a State of (Health) Emergency.
The curfew only existed for all because they enacted a SoD, which confers powers to Police Minister - way more those of the CHO.

Provides Police Minister with the ability to suspend acts of parliament.
Curfew starts thereafter.
