He was saying since the game is being developed for multiple platforms from the start (unlike the first to games which were ported later). He wants to make sure it’s developed properly and not in a half-baked/ half-unfinished shape. He says they are determined to complete it well to the end.

Naoki Hamaguchi says they will not let FF7 Remake Part 3 end in an half-finished state and are determined to complete it to the very end!
