In theory yes, but in my experience (which is in this area) there aren't enough American students choosing STEM degrees or eligible to fill the position.
Without foreign students to fill those gaps, the research and innovation simply wouldn't happen This could be especially impact full when it comes to technology and IP in tech.
Now, it's definitely been imbalanced and needs to be addressed but I think that starts way more upstream in culture and K-12 education. The right has ceded much of that ground to the left, and where they haven't they are fighting the wrong battles (i.e. religion/prayer in schools). When STEM becomes the culture filling RA positions won't have to get an Affirmative Action makeover for Americans and we will excel naturally..
