Normalization of the Agenda

Step 1
Publish a story that references, posits, or otherwise conceptualizes your agenda in their head. If the public is not receptive to it, study the reactions, analyze the concerns.

Outcome
Public perception was negative, so they focus on trying to convince you it is an "inevitability of the free market". But for them, the hard part is done. Now this concept is in your head, and the next time it is brought to forum, it becomes less drastic of a proposition.

Step 2
Fund, Foster, and Facilitate. Quietly remove regulations behind the scenes, allocate funding, or otherwise support the concepts evolution towards eventual implementation. Use think tanks, talking points, and influencers to "draw the line" where you want. Funnel false dichotomies of choice, create 2 camps.

Those who support mandates, and those who do not, but turn the topic into a debate of mandates, labeling, implementation, and regulations, instead of a debate of the concept itself and it's existence. Splinter the public along partisan lines of opinions regarding what the state "should do".

What this would look like with this story:
Left-Wing Influencers - "We need this to be implemented to protect people, keep them safe, protect the vulnerable and downtrodden. Mandates are a good thing." (Appealing to their self-righteous sense of "selfless" appeal to compulsion)

Right-Wing Influencers - "We don't need the government to force these on people, and it should be our right to choose. We can't regulate the company doing it because this would be "not Capitalism". (Appealing to their false sense of "rugged individualism")

Note that the debate shifts, from the public outcry of "rejecting mRNA altogether" to now needing to decide whether you want the poison fast, or slow, optional or compulsory, but never not at all.

Step 3
Choose Your Characters, the ones who will be the leading voices, both in the Public and Private Sectors. Begin getting support in Congress and the Media. Begin having these stories and debates regularly, further removing it from a place of incredibility and absurdity, to another "Political Issue", when, in essence, it is a Humanity vs Anti-Humanity Issue.

The longer it stays in the public domain of thought, the easier it is to re-introduce in conversations where the next cycle is already beginning for the next issue.

This would look like "mRNA Vaccines should not be introduced until the science is figured out. We should moratorium them until then, and we should really focus on this other topic for now." Which, in the short term, appeases the dissidents with no actual push, until some time passes. They then use this acceptance of a "temporary pause" that the dissident agreed to, as the new "line in the sand" for when they wish to re-introduce it.

Example
"We have done a moratorium like you asked, and the science is totally figured out and safe now", and use any objection as ammunition against them under the guise of "creating division and doing a disservice to the supporters" which serves to demonize, ostracize, and further isolate the dissenting opinions.

Step 4
Introduction Under Tension. Begin actual efforts to implement the plan, stoke the division by splitting support down the middle within the state. Make the "Pass/Fail" vote as close as possible, continuing this illusion of a 50/50 split, so that upon passing/failing, it appears as though the blame can be shifted to a few "bad guys" from the other party.

However, they'll also be sure to include some defectors to protect the "integrity" of particular characters to their base, while never actually producing any legitimate results for their "opposition/support". Whether this looks like them being the sole vote against something, or the one introducing positive-albeit-doomed to fail policies in an attempt to "fight it".

This is important for keeping them squeaky clean, sometimes serving as the "difference maker" (although this is rarer these days), and allows them to continue pandering to their base having "stood up to the government/nazis/communists/etc. for their supporters".

Step 5
Adoption, Implementation, and Adaptation. Proceed forward with the steps to spread the implementation, completely inundate markets of products and ideas. Proliferate the public sector with marketing and quid pro quo deals (promised subsidies, tax breaks, government grants/contracts as a reward typically).

The more inundated the market can become, the more difficult it is to claw back. Every conversation morphs into "For/Against" on a personal level, create incentives for those who are "For" your plan, and penalize those "Against". (Think back to vaccination cards/masks being required for entry into private businesses, demonetization/deplatforming of critics).

It becomes Pavlovian, the more dissent and push back, the harsher the penalties, in an attempt to break the persons will, or at least demoralize them to a point of exhaustion and isolation, leaving them feeling punished, and full of contempt for what the "other side" has done to them, never once thinking that "their side" of the state, the media, and the public were just as culpable for not standing with them uncompromisingly.

Step 6
