In Reframe Voices Issue 9, author Emelda Napeyo reflects on the reality facing communities across South Sudan as funding shrinks while flooding, conflict, and displacement persist.

Shrinking resources are only part of the issue. The bigger problem? Who gets to decide how those resources are used.

Grassroots and refugee-led organisations—the ones who live in these communities and understand their needs best—are still treated as mere implementers rather than equal partners in shaping solutions.

🛎️ Reframe Voices Issue 9 is out!

Do we focus on what is lacking—or recognise what is already being built?

Support matters, but true impact happens when resources meet decision-making power.

Through Farming and Health Education (FHE), displaced communities are pioneering climate-smart agriculture—using innovations like hydroponics, mushroom farming, and composting to improve nutrition, strengthen local food systems, and foster self-reliance.

𝗜𝘀𝘀𝘂𝗲 𝟴 𝗼𝗳 𝗥𝗲𝗳𝗿𝗮𝗺𝗲 𝗩𝗼𝗶𝗰𝗲𝘀 𝗶𝘀 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝗹𝘆 𝗹𝗶𝘃𝗲! 🌟

We often ask refugee-led organisations to become sustainable, but short-term, restricted grants make it hard to build systems, infrastructure, and independence that outlast a project. This issue explores a critical question: what happens when we change that funding approach?

Through powerful insights from Kakuma, Dadaab, West Nile, and beyond, this edition examines how local leaders are turning challenges into sustainable enterprises, climate-smart agriculture, and community-led education.

These pieces move beyond stories of resilience to challenge the status quo. Are we localising responsibility without localising resources? It is time to stop asking only what organisations can deliver with a grant, and start asking what they can build with one.

In Issue 7 of Reframe Voices, Gloria Shukrani calls on the humanitarian sector to move beyond calling on artists solely for events or presentations, and instead build meaningful, sustained partnerships that fund and elevate their work at every level.
