Malachi 3:1 epexegetically mentions a single figure with three different titles using Hebrew parallelism.

Another biblical passage that is reapplied in Malachi 3:1 is Isaiah 40. Isaiah 40 is a text which speaks about an exile ending. Malachi 3:1 thus informs us that a Moses-like figure would appear in the future during a period of exile in order to end that exile.
