About 2.1 million temporary residents have permits that expire this year.

The immigration department admits it has no way to track whether people with no status to stay actually leave the country.

The Auditor General checked one group: international students whose permits ran out in 2024.

About 39,500 had no legal reason to stay.

Ottawa could confirm only around 16,000 of them left.

The fix, an exit tracking system, isn't due until the end of 2027. It's already behind schedule.
