what a signature can prove it SETTLED, and refuses to
let the first count as the second.

not hide the page until it fills: an empty settled page
says something specific about this category, and hiding
it would be the evasion the register exists to name.
If we could not check whether something was paid, the
outstanding balance is UNKNOWN.
Not "equal to the promise". That subtraction is the
tempting one, and it charges our own failure to them.
Unread prints as two dashes. Never as a number.
On this site a payment cannot be recorded without its
transaction signature. Not "should not" cannot.
The constructor returns null if the signature is not a
real one. There is no field an amount can sit in alone.
Every audit site says it checks. This one can't not.
A line marked OUTSTANDING means a published figure has
not been matched to a signature.
That is a gap in evidence. It is not a gap in intent,
and this register never claims to know the second.
We have no view on why. Only on what can be shown.
