The issue is, Hoyo’s writing isn’t consistent. Look at Nod Krai and how it set up the Fatui’s active invasion and colonization of the Frost Moon Scions only to completely drop it after the first couple of patches. And that’s just one example of the many.

Hoyoverse’s writing for their story comes second to char sales when they are being made playable, often times with story quests that trivialize them for the sake of selling them as romantic interests like ei’s daily life quest
