Akbayan Party-list Rep. Percival Cendaña on Thursday warned that China’s alleged consideration of retaliatory measures against the Philippines could further escalate tensions between the two countries, following a report that Beijing was weighing sanctions and possible cuts in oil and fertilizer supplies.

“It is very disappointing that the Chinese government would contemplate an inordinately harsh response to Filipinos' calls for accountability from a Chinese diplomatic official,” Cendaña says.

“We should also take note that these kinds of utterances not only escalate tensions between our two countries but also embolden cynical political actors in the Philippines who are willing to undermine our sovereignty to gain political power,” he added.

Last year, Akbayan called to ZERO OUT the Unprogrammed Appropriations. The Supreme Court’s latest decision is therefore a welcome development towards transparency and accountability in the national budget.

Nakita natin kung paano ginamit ang unprogrammed appropriations upang pondohan ang flood control at iba pang duplicate infrastructure projects. The questionable Congressional increase in lump-sum allocations, coupled with the Executive’s sole discretion to release these funds, creates serious concerns over its potential for abuse.

Huwag na natin payagang patuloy na abusuhin ang kaban ng bayan. Our public funds should never fall prey to corruption.

We are deeply troubled by Chinese Ambassador Jing Quan's remarks invoking China's ability to use force against the Philippines, as well as the Chinese Embassy's dismissive attitudes toward Filipinos' sentiments. Such statements are not only deeply concerning but also reinforce the pattern of intimidation, aggression and disrespect that the Philippines has long faced from China.

The Embassy's undiplomatic language taunting our government to declare the Chinese Ambassador as persona non grata does little to encourage serious dialogue between two sovereign nations. Instead, it reflects their position that our country should simply accept China's threats and submit to its demands.

The Philippines must not be cowed into silence in the face of such arrogance.

We call on the President to stand firm against further Chinese aggression and to give serious consideration to our appeal for the expulsion of Ambassador Jing Quan. The Ambassador has clearly overstayed his welcome. We should no longer host a a foreign envoy whose statements and conduct have shown disregard for our country's sovereignty.

“Kapag ba naninindigan para sa ating soberanya at sa mga kababayan nating binu-bully sa West Philippine Sea, anti-China na agad? Hindi ba puwedeng pro-Filipino muna?” Cendaña says.

China no longer speaks, acts, and behaves like an equal. It conducts itself arrogantly as a superior above its own neighbors. It uses force against fishermen inside Philippine waters, it answers diplomatic protests with veiled threats, and it believes it is beyond the rule of international law. China is not an equal because, like many imperialist countries before it, it believes it is superior.

If the Chinese embassy is surprised why a former colonized nation such as the Philippines is allergic to the imperialist ambitions of a fellow Asian country, I will quote former Chinese leader Deng Xiaoping's own warning against his country's behavior:

“If one day China should change her color and turn into a superpower, if she too should play the tyrant in the world, and everywhere subject others to her bullying, aggression and exploitation, the people of the world should identify her as social-imperialism, expose it, oppose it and work together with the Chinese people to overthrow it.” - Deng Xiaoping speech at the United Nations, April 10, 1974
